Sangoku Koi Senki: Otome no Heihou! (三国恋戦記～オトメの兵法！～) is a Visual Novel video game published by Prototype released on July 26th, 2012 for the PlayStation Portable.
This is a 2 Discs game, first you need to use disc 1 to install the game, and then switch to disc 2 to play. If you do this on PPSSPP it may look like disc 1 is stuck on this screen:
Just wait and eventually it will finish installing, at that point a message will appear on the screen asking for disc 2, when this happen go to Emulation -> Switch UMD and open Disc 2 to start playing.
