Turns out the developers decided to release the game with "Shadow Mode" turned on, thank you devs.
But 30 years later, there's a fix!
Since redump separates data from audio by track and the patch only applies to the data track i uploaded the only track needed already pre-patched. This is different than what i usually do. So you have to download both to play and replace the track 1 (second link) into the game. Just copy paste and overwrite it.
